The Outlay of Budget is called the “Budget Determination”. The National Fisc is formed by collecting tax for the purpose of executing Public Work. The justifiable Budget determination is required to outlay of Nation Fisc in Public work justifiably. If the budget is not determined justifiably, the Justifiability can not be remained established in Public Work. The scripture says – “Samatavam Nyayamuchayete” i.e. Equality is the Justice. So only equally proportionate Budget allocation can only be Justifiable. On the basis of Justice, only four works are proved as Public Work – Education for Person, Employment for Family, Accommodation for Residential Area, and Protection for the whole Creation. Providing these four public services to the Citizens is known as Government Duty. To execute these four services justifiably, the justifiable equal & proportionate budget formation is as follows :
1. Education Budget
The complete Nation Budget when justifiably divided in four parts, the 25% equally proportionate budget is allocated as Education Budget. This 25% Education budget is always sufficient to fulfill the requirements of Education & Training services to the Public. All the expenses on Education & Training can easily be met with this justifiable budget. Up to the age of 25 years, the complete Education & Training can easily be made available to the public on the basis of per Person. Every Citizen on the Nation requires to have the education of four subjects known as Language, Math, GK, Philosophy to develop his four dimensional inner-self. Additional to this Education, the Man requires some workskills to his livelihood. There are four types of workskills in the Nation – Agro, Commerce, Public Service & Leadership. One of these four workskills, everybody requires to be trained according to his eligibility. The complete Education & Training service can easily be made available to the whole Nation from the National Fisc. No Citizen will require bearing this expense on Education & Training. This will be the first Justifiable utilization of Nation Fisc.
